With the sturdy and scalable core infrastructure like Gujarat State Wide Area Network (GSWAN) and the Gujarat State Data Centre (GSDC) in place, Service Delivery Centres for citizens like e-Gram Vishwagram at the Village level, ATVT Centres at the Taluka/Tehsil level and Jan Seva Kendras at the District level in Collectors Office and City Civic Centres in 8 Municipal Corporations and Municipalities in Gujarat were commissioned. These Service Centres had established an enabling ecosystem which facilitates Govt. Departments to deliver e-Services effectively. All major sectors like Health, Education, Agriculture, Woman and Child Welfare, Citizen Centric Service Delivery, Grievance Redrassal System, Revenue, Rural and Urban Development, Finance and other Departments benefitted from various e-Governance initiatives implemented in the State of Gujarat.
Some of the important State Level Initiatives implemented were : (i) State Wide Attention on Grievances by Application of Technology (SWAGAT), (ii) Integrated Workflow & Document Management System (IWDMS), (iii) Integrated Financial Management System (IFMS), (iv) e-Procurement, (v) Apano Taluko Vibrant Taluako (ATVT), (vi) e-Gram Vishwagram, (vii) Use of GIS for Decision Support System & Optimum Utilization of Resources, (viii) Empowering the People through Satellite Communication (SATCOM), (ix) Online Job Application System (OJAS), (x) Jan Seva Kendra (JSK).
The different Departments of the Govt. had also implemented several e-Governance initiatives. Some of the important initiatives were : (i) Targeted Public Distribution System (TPDS), (ii) Integrated Transit Management System (ITMS), (iii) GIS School Mapping – Ensuring Access to Elementary Education, (iv) Value Added Tax Information System (VATIS), (v) e-Krishi Kiran, (vi) Hospital Management Information System (HMIS), (vii) e-Mamata.
The District Administration and the Urban Local Bodies had also implemented number of e-Governance projects which have effectively promoted transparency, efficiency and accessibility in public services as also successfully tried to eliminate the scope of malpractices and irregularities in a systemic manner. Most of the State Govt. Departments have also innovatively utilized GIS for Decision Support and optimum utilization of Resources resulting in enormous savings of time and costs.
Gujarat accounts for over 21% of all e-transactions recorded on ‘eTaal’ (https://www.etaal.gov.in), National e-Services Dashboard that disseminates e-transaction statistics through web – based applications periodically on near real-time basis.
The 5th and 6th Vibrant Gujarat events were held during the tenure of Shri. Joti as Chief Secretary, Gujarat. Vibrant Gujarat is a Biennial high level and Multi Stakeholder gathering acknowledged globally as the premier forum for discussion and action on emerging opportunities in Gujarat, India and various Countries of the World. The Vibrant Gujarat events are held during 11th -13th January. In Vibrant Gujarat 2011, 101 Countries had participated and 6 States of India also participated. The number of Corporate Visitors from the Foreign Countries was 1400 and 36,400 Corporates and Entrepreneurs from India had participated in Vibrant Gujarat, 2011. The total number of MoUs signed was 8380 with a value of Rs.20.83 lakhs crores (330 billion US$).
